Gurugram, August 24. More than 3,000 homebuyers of Expressway Towers, Sector 109, Gurugram are facing financial and emotional devastation after the project by Ocean Seven Buildtech Pvt. Ltd. stalled at just 65% completion, despite full payments collected since its launch in November 2016 under the Affordable Housing Scheme (PMAY).
The builder, Swaraj Singh Yadav (son of Diwan Singh Yadav, resident of House No. 16, The Legend Society, Sector 57 Gurugram), along with his wife and co-director Sunita Swaraj Yadav (ex-Principal of The Heritage School, Vasant Kunj), are accused of siphoning off project funds and refusing to share financial account details with the investigating agencies.
An EOW (Economic Offences Wing-2, Manesar) complaint has already been filed, citing violations under the Prevention of Money Laundering Act (PMLA), 2002. Buyers allege that funds collected from them were diverted to other ventures, leaving the project incomplete.
Today, over 100 affected buyers held a strong protest outside the builder’s residence at The Legend Society, Sector 57, Gurugram, but the builder refused to meet them.
A Pattern of Fraud Across Projects
The fraud is not limited to Gurugram. Buyers revealed that:
• The builder launched plotting projects in Amber Garden, Jaipur and Kot Farms, Kotputli (Rajasthan), but never completed those projects either.
• Hundreds of buyers in these projects are running pillar to post for possession and registry.
• Shockingly, the builder has allegedly started the illegal resale of already registered plots in Jaipur and Kotputli, and even resold flats in Gurugram that had already been allotted to genuine buyers.
Buyers’ Demands
The buyers’ association has urged RERA Haryana, DTCP, EOW Gurugram Police, and the Enforcement Directorate to take immediate and strict action for:
• Fraud and cheating homebuyers across states.
• Money siphoning and laundering of project funds.
• Illegal resale of registered properties, constituting clear criminal breach of trust.
• Completion of the stalled projects under RERA supervision.
“This is a systematic fraud across multiple projects in Haryana and Rajasthan. The builder has cheated thousands of families and continues to manipulate the system with illegal resales. We will not stop until strict legal action is taken and our homes and plots are delivered,” said a spokesperson of the buyers’ group.
The association has announced plans to escalate the matter with state government authorities, central investigating agencies, and media, ensuring that no more unsuspecting buyers fall victim to such fraudulent builders.
