Panchkula, 14 January. At the Authors’ Corner of the World Book Fair 2026, Chairman of the Haryana Police Housing Corporation, IPS officer Shatrujit Kapur, interacted online with the audience. Addressing the gathering, he said that deliberation on Haryana’s library campaign at the World Book Fair is a creative and meaningful initiative.
Kapur said the campaign began on October 22, 2020, with the inauguration of the first library at Kanchwan in Karnal district under the Social Responsibility Scheme of the Power Department, guided by the then Chief Minister and present Union Minister for Power, Manohar Lal. He informed that at present, 35 libraries are being run by the Power Department and 32 by the Police Department, and the campaign continues to expand.
To promote book culture, coordination has been established with various departments. Since 2022, the Panchkula Book Fair has been organised for four consecutive years. Book fairs were also held in Panipat in 2024 and at NDRI, Karnal, in 2025 on a continuous basis.
On the occasion, Director of the National Book Trust, Yuvraj Malik, said that the Haryana Police’s initiative in building libraries has become a guiding model for the entire country.
IFS officer Shivpal said that it is books that shape better human beings. Carrying forward the vision of former Chief Minister Manohar Lal, he said, the present Chief Minister Nayab Singh Saini ensured the inauguration of 250 Atal Libraries on December 24, 2025, by Union Home Minister Amit Shah.
Principal of Dayal Singh College, Dr Vinod Kumar Paliwal, said that protection of nature has become the foundation of literary creation. He added that former Director General of Police Shatrujit Kapur described library establishment as an exemplary initiative, and that the present DGP Ajay Singhal’s appreciation of the police force’s efforts as an ideal model of community policing is commendable.
Library in-charges were felicitated for efficient library management. Those honoured included Naveen and his assistant Nisha (Main Police Lines, Gurugram), Naveen and his assistant Aditi (Bhondsi), Preeti (Manesar).
