Gurugram, 17 May – Signaling a decisive move toward a progressive, industry-aligned policy ecosystem, the Haryana Government on Friday convened a high-level stakeholder consultation meeting in Gurugram to deliberate on the Draft Electronic System Design & Manufacturing (ESDM) Policy 2025 and the Draft AVGC-XR Policy 2025. Chaired by Industries and Commerce Minister Rao Narbir Singh, the session brought together a broad spectrum of industry leaders, trade organizations, and technology innovators to shape policies poised to power Haryana’s next industrial leap.
Minister Rao Narbir Singh underscored the state’s commitment to “breaking away from outdated industrial practices” and creating a robust policy framework conducive to investment, innovation, and sustainable growth. “As we strive for a developed India by 2047, the participation of industry stakeholders is vital. Haryana is committed to keeping this dialogue open and actionable,” he stated.
Held at the PWD Rest House, the consultation emphasized inclusivity and collaboration, with Singh assuring participants that constructive feedback will be carefully evaluated and integrated into the final policies. The initiative reflects Haryana’s ongoing reform journey under the leadership of Chief Minister Nayab Singh Saini, aiming to position the state as a national leader in electronics and digital media production.
A key highlight of the meeting was a presentation by Chief Technology Officer Nitin Bansal, who outlined the dual focus of the policies: developing a competitive electronics manufacturing hub through innovation, infrastructure, and skills under the ESDM policy, and fostering a thriving animation, gaming, visual effects, and extended reality ecosystem via the AVGC-XR policy.
The event witnessed participation from over two dozen leading industry players including Reliance Industries, Dell Technologies, Amber Group, Applied Materials, Corning Technologies, Nodwin Games, and Charuvi Design Lab, alongside representatives from industry associations like IESA and India Gaming Digital Society.
Stakeholders praised the government’s proactive and consultative approach, welcoming the opportunity to shape Haryana’s policy trajectory. “The clarity, openness, and future-ready vision reflected in these drafts are commendable,” said one participant from the gaming sector.
With its emphasis on inclusivity, ease of doing business, and tech-driven growth, the consultation marked another step in Haryana’s transformation into an innovation-first, industry-led economy.
