Gurugram, 30 April –
Key Takeaway
The Haryana Government has appointed Ashima Brar as in-charge of Gurugram and Phool Chand Meena in-charge of Nuh district, tasking them with vigilance case reviews and service delivery oversight.
Why It Matters?
With major infrastructure and social-sector projects underway across Haryana—and growing public demand for faster, more transparent services—the state has bolstered its oversight machinery. These dual appointments come as the government seeks tighter checks on high-value schemes and smoother delivery under the Right to Service Act.
Expanded Vigilance Mandate
Under an order signed by Chief Secretary Anurag Rastogi, both officers will review all vigilance cases for projects costing ₹25 crore and above, probe incidents of crime and heinous crime, and vet approvals under Sections 17A and 19 of the Prevention of Corruption Act, 1988. This mandate kicks in immediately, ensuring that any irregularities in large contracts are flagged early.
Service Delivery Oversight
Brar and Meena will also assess the effectiveness of district-level service systems under the Right to Service Act. They’ll examine key parameters in health, education and social welfare, and address obstacles faced by District Excise and Taxation Commissioners (DETC) regarding tax and GST processes.
Stakeholder Engagement & Site Visits
In their expanded roles, the officers will meet local MLAs and other public representatives alongside the Deputy Commissioner and Superintendent of Police. Each will visit a priority health or education site to gain firsthand insight into on-ground challenges and opportunities.
Officials’ Comments
“Both these officers will review vigilance cases in respect of projects costing Rs 25 crore and above, incidents of crime and heinous crime, and approval under Section 17A and 19 of the Prevention of Corruption Act, 1988,” the government order states.
“These appointments will strengthen checks on high-value projects and fast-track citizen services,” said Rajesh Verma, president of the Haryana Transparency Council.
Next Steps
Brar and Meena are expected to submit preliminary review findings by mid-May 2025. Full details of the order can be found on the Haryana Government Secretariat website.
