New Delhi (AjayVerma), 13 August — International and National medal-winning sportspersons from the deaf category have approached the Hon’ble Delhi High Court challenging the “Scheme of Cash Award to Medal Winners in International Sports Events” dated 1 February 2025, issued by the Government of India. The petitioners contend that the revised policy discriminates against deaf sportspersons by granting them significantly lower cash awards compared to para sportspersons, despite equivalent sporting achievements.
The matter, titled “Virender Singh & Ors vs Union of India” (W.P.(C) No. 12082/2025), was listed today before the Hon’ble Court. Advocate Ajay Verma, appearing for the petitioners, submitted that the impugned policy:
- Violates the Rights of Persons with Disabilities Act, 2016, which guarantees equality and non-discrimination;
- Is inconsistent with constitutional principles enshrined in Articles 14 and 21 of the Constitution of India;
- Contravenes settled judgments of the Hon’ble Supreme Court, which have upheld equal treatment for persons with disabilities engaged in similar pursuits.
It was argued that deaf sportspersons have consistently brought laurels to the country at international sporting events of comparable stature to para-sport competitions. However, the present policy denies them equal monetary recognition, thereby undermining their dignity and contribution.
Upon hearing the matter, the Hon’ble Court was pleased to issue notice to the Union of India, calling for its response.
The petitioners have sought directions to:
- Strike down the discriminatory provisions in the 1 February 2025 circular;
- Grant parity in cash awards between deaf sportspersons and para sportspersons for the same level of achievement;
- Extend benefits under the Target Olympic Podium Scheme (TOPS) to eligible deaf sportspersons to ensure fair training and preparatory support;
- Recognize and include deaf athletes in India’s sporting framework on par with other sportspersons, ensuring their inclusion in all relevant government incentive and support schemes.
The matter will be heard next on 29 October 2025.
