Gurugram, 22 August. Acting on repeated complaints from residents and directions from the higher authorities, the Gurugram Metropolitan Development Authority (GMDA), in coordination with the Haryana State Pollution Control Board (HSPCB), carried out a joint enforcement drive today against unauthorised Ready Mix Concrete (RMC) plants in Sector 79.
During the drive, two RMC plants operating without valid access permissions were sealed during the drive. Their machinery was shut down and unauthorised approach roads were demolished to block illegal access. The action was supervised by Shri R.S. Batth, District Town Planner (Enforcement), GMDA.
The Principal Advisor, GMDA, D.S. Dhesi has been holding regular review meetings on the issue of illegal RMC plants and has directed strict enforcement against unauthorised access and operations. In a recent such meeting, the Infra-I division of GMDA had also submitted that the Sector/master road Sector 78-79 has been newly developed by the Authorityand is being damaged by the illegal plying of RMC vehicles on this road frequently. They are in the habit of dumping washed waste on the road itself which causes damages to the road. He further submitted that these vehicles are plying through illegal accesses to the V-2 road. Additionally, residents of Sector 79 had long raised concerns about pollution and severe damage to infrastructure caused by these plants.
D.S. Dhesi further directed that GMDA ensure strict discontinuation of unauthorised accesses, while HSPCB was instructed to expedite withdrawal of NOCs in violation cases. The issue was simultaneously brought to the notice of the Pollution Control Board, which subsequently withdrew the permissions and issued closure orders against the plants. The Municipal Corporation of Manesar (MCM) has also issued notices to the operators. The DTP (E) is coordinating the scrutiny of pending applications where plant owners have claimed CLU (Change of Land Use) applications are under process.
“We will be taking such strict actions so that comprehensive efforts help in closing such illegal plants creating pollution as well as destroying the infrastructure in terms of roads and drains. Any such illegally operating RMC Plants will not be spared as they cause nuisance to public, damage infrastructure and causing harm to the environment,” said R.S. Batth, DTP (Enforcement), GMDA.
GMDA remains committed to coordinated action with civic bodies and pollution authorities to regulate RMC operations, safeguard public health, and protect the city’s road and drainage infrastructure.
