Gurugram, 12 July – The allottees of Expressway Towers Gurugram buyers Association conducted a peaceful protest on 12 July 2025 in Civil Lines near RERA office in regarding their stalled affordable housing project Expressway towers located in sec 109 Gurugram. In a recent move DTCP office on 11 July 2025 issued orders for FIR against the builder for fraudulent sale of units of allotees in open market despite suspension of builders DTCP Licence for Non-compliance and Non-Payment of Renewal and EDC dues to the department by the builder. Former DTCP, TL Satyaprakash in February 2023 had asked RERA to conduct Forensic audit of builders account books as builder quoted that he is running out of funds despite collecting 95% plus payments from allottees and construction is barely 60% in the project and the other two projects are not even 10-15% completed located at sec 69 Golf heights and Sec 70 The Venetian. TL Satyaprakash had also drafted a blueprint in 2023 to revive the two stalled projects and had initiated techno feasibility report from NIFM Faridabad so that the projects could be completed by a third-party agency at immediate basis. RERA didn’t conduct Forensic audit of his account books since February 2023 and wrote to DTCP on 27 March 2025 to decide on status of licence of builder as its suspended for violation of DTCP rules 1975 and various pendencies on behalf of builder.
It appears both DTCP and RERA are just passing the buck to each other and not taking any stern action against the builder in relation to Forensic audit and taking over the project and completing it through any alternative means or third-party agency as is being proactively done in UPRERA Noida projects. These two agencies have shown very soft corner for the builder who have collected huge funds from buyer’s and is now sitting on the project. The builder has not completed a single project in the town till date despite applying for affordable housing projects affecting dreams of more than 3000 buyers. The buyers are running to the authorities on a regular basis but there is no redressal to their dream homes. Said one of the allottees of OSB Expressway Towers located at sec 109 who got the allotment through draw of lots held in 2016 for the affordable housing scheme under PMAY. Off-late the builder has started fraudulent sale of units allotted to buyers through draw of lots and two such cases came to light last week where units are sold for 55-60 lakhs in open market despite suspension orders of DTCP and third-party rights on project by RERA. The builder has No fear of any authority and has also not paid a sum of 26 Crores due to the land owner Bhagwan a case registered in Delhi high court between Shri Bhagwan and Ocean Seven Buildtech pvt ltd.
The fate of 3000 buyers with Ocean seven buildtech pvt ltd is in dark and they are running from CM office to RERA and DTCP but No results. In a recent meeting with CM Nayab Saini on 04 July 2025 the CM assured the buyers that a strict action is being initiated against the builder for completing the project and reply has been sought from Department of housing Haryana by CMO.
